WIKI government: a public sector innovation

Abstract

Technology can bring an innovation to government. We present "Wiki Government" that uses WIKI technology to design a collaborative democratic government which allows public decision making through public participation. This public sector innovation invites the public to participate in the patent examination process. The Peer-to-Patent project radically transformed its review process by allowing anyone with Internet access to collaborate with the agency in reviewing patent applications. The design challenges the team faced in creating software to distill online collaboration into useful expertise are discussed.
