At just the individual level, dissonance is a huge part of the barrier to adoption/use. Marianne shows us 4 ways that dissonance shows up: Resistance, rationalization, resignation, and rigidity.

Consider how many people will be working on your design system if you have multiple front-end frameworks. This is the case with IBM’s Carbon. That’s a lot of people!
