The French certainly intend it to be, but that's not always the case...originally Spain dominated over the other Hapsburg possessions (HRE/Austria, Poland, etc.) but the intervening centuries has seen a number of Spanish reverses, particularly the loss of much territory in North America to the Kingdom and then another large part declaring independence as the Republic of New Spain (ironically, partly due to the perception that France was controlling Spain's policies).Imajin said:What's the Hapsburg Empire like? However, there are also some cases of the tail wagging the dog, e.g. the Jerusalem adventure was largely a Hapsburg notion.
In 1859 there is a religiously motivated cold war between France and the Hapsburgs on one side (the [Catholic] Holy League) and Orthodox Russia, with the remaining Protestant lands in northern Europe trying to remain neutral, and the Ottomans and the Kingdom adding radical factors to the equation.
