Your instincts are 100% correct - this is a type of romance scam called a "military romance scam." I have seen this exact scam involving "Brigadier General Andrew Goddard" over 100 times, and is indeed a scam. We have no generals in Syria, and the real Brigadier General Andrew Goddard is in charge of a stateside command, not in Syria.

If you Google the name, it comes up as a retired Major General from the Air Force, not someone who is active duty and in Syria. So the scammer has likely stolen Major General Hill's name and photo to use for romance scams.
