Weavile you don't know that Water Pokémon can hover on land? I guess you never ran into a Trainer that used a Water Pokémon that doesn't have legs. Which... I guess I can understand as hovering on land is a lot of work for legless Pokémon and takes quite some time to get used to doing that normally.
Well the hovering ones are mostly the fish-like species, but milotic has once been shown hovering in the anime https://cdn.bulbagarden.net/upload/.....c_floating.png
