Yes, it seems quite extreme that Axel would be arrested and brought up on phony charges but let's not forget that Victor is obviously very rich and very powerful in Beverly Hills -- we can deduce that even though he just stepped into the story. Victor has a very quiet and icy demeanor and takes an instant disliking to Axel, both because Axel is asking questions about Mikey Tandino -- whom Victor just had Zack track to Detroit and murder. Also, Axel forced his way past Victor's receptionist and security into his office, without being invited, another strike against our hero, who knows it. Victor wanted his thugs to eject Axel violently and they did. As for the police showing up, Victor likely called or had one of his staff call while Axel was being ejected. As Victor is a powerful and influential member of the Bev Hills community, the police would show up quickly to aid him.

As for the charges of trespassing and disturbing the peace, Victor could have told the cops or Bogomil anything he liked: Axel's already in trouble at home in Detroit for the screwed-up cigarette truck bust with his boss and now for snooping around Victor about his murdered friend. With it not looking good for Axel and seeing his cavalier and cocky attitude and disregard for police procedure as a civilian "on vacation" in LA, it's easy to see how much trouble he can get himself into.
