Singer-songwriter Philippe Séranne and filmmaker P.J. Marcellino had known each other for 25 years, having met in a youth project in Spitsbergen, Norway, in the mid-1990s, but not seen each other more than a handful of times ever since. In 2014 they met again in Bucarest, Romania, right after P.J.'s debut film, 'After the War: Memoirs of Exile' (2014) had come out. His treatment of memory and archival assets gave Séranne the idea of bringing his song to screen with his old friend. The resulting film evolved over the course of 5 years, and was released on Vimeo the day before the 100th anniversary of the short-lived Latvian Republic (1918).
