Much as I appreciate that this is a TV drama and not a documentary I have now had more than enough of its silliness.
A police officer going to a foreign country on official business goes there via an Interpol request, a Letter of Request, or maybe directly with the direct permission of that country's government.
DCI. Silva would have gone for a specific purpose to see particular named witnesses, or institutions.
She would not be able to go whether it suits and speak to people who do not want to meet her, which would go down particularly badly in a Middle Eastern Country.
At one point she wants to deal with a stabbing as if the UK has jurisdiction, across the World Ho Hum....

Foyle's War is a nice, easy going series to watch but there's a few obvious glitches.
Foyle has been given the rank of Detective Chief Superintendent, well this rank was very rare at the time and wasn't actually officially part of the structure.
In a very small force as Hastings Borough Police was, would there have been any such a high ranking detective?
Foyle's chief officer would have been a Chief Constable not a Commissioner-which were/are only found in the City of London and Metropolitan Police.
Where are all his other Detective Officers, his DI's, DS's and DC's?
He undertakes enquiries a DC or DS would do.
He never cautions his suspects.
How on Earth would he have got an Army driver?
The new uniform Sergeant said that he had been posted from Deptford and was unhappy about it, well that was part of the Met, so such a posting wouldn't have happened.
