In the Marines, Coast Guard and Navy, it is very disrespectful to call anyone by anything but their proper rank / rate, or as an accepted abbreviation (in this case, 'CWO'). In the Army, addressing a Chief Warrant Officer (CW2 through CW5) as "Chief" is a correct title of address (along with "Mr.," "Mrs.," "Miss.," and "Ms.") as specified in Army Command Policy. Prior to the Army codifying "Chief" as a correct title of address, it was still a social norm in the Army to address Chief Warrant Officers as "Chief."
