It's a phenomenal story with mature themes and superb hand-drawn art & animation. The average number of hand-drawn frames per episode are much higher than most anime, and I have so much respect for the artist who produced this animation. Especially when you're made aware of the context behind this quality production, and the struggles of its staff.
Book 1 has such an amazing villain and incredible story. I am of the belief that stories are far more engaging when the villains have interesting stories, motives, and goals. Book 1 and Book 3 are one of the best examples of that.
Book 2 has elements in it that don't need to be there, such as a brief focus on teenage relationships. If we look past that, this season has amazing callbacks to ATLA, it deepens the lore of the avatar universe, and has an amazing second act with the introduction to the spirit world. The villain is also good actually. This season gets a lot of criticism and I understand those criticisms, but I would disagree that momentary flaws make the season as a whole as bad as people say it is. I will however acknowledge that Book 2 of Korra has more than one flaw.
Book 4 explores the struggling mental health of our main character after a series of traumatic events in the previous seasons, with some callbacks to ATLA. One could argue that this season may feel a bit anti-climatic, especially given what Book 3 delivered to us, but I really enjoyed this story and seeing characters develop.

What I mean by that is, "Pantheon" begins as a highly compelling character drama imbued with Sci-Fi elements from computer science theory. I immediately fell in love with this series and it continued to deliver—episode after episode. However, at a certain point in season 1, it begins to pivot.
When the virtual world becomes a more prominent component of the series, it gave writers the freedom to pretty much write any sequence of events from an imaginary standpoint. This lead to an immense number of action scenes, and this remains rampant for roughly 9 episodes in a row. Given that this series is two seasons and total of 16 episodes, this action becomes part of its identity.
Don't get me wrong, I have no opposition towards action scenes or fantasy. It was animated quite well. But this series was previously really a eloquent character drama. It's what made me binge it, and I missed that. Problems were solved through a thought-out series of events, and then it becomes "my energy blast is stronger than yours", and that feels like a betrayal. For 9 episodes it became comparable to your average superhero show or movie.
However, the last two episodes of season 2 were once again interesting. I enjoyed it quite a lot and commend the writers for pulling it off. I still prefer the first six episodes of season 1, but the ending of season 2 was a pivot I welcomed with open arms. Had it not been for that, I would have given this series an 8/10 over a 9/10.
We need more series like Pantheon and they need to be supported. While it has its flaws, it's still better than a vast majority of 'live-action' television series.
