University students at Peter Parker's school steal plutonium from the school's physics lab, in order to illustrate the dangers of nuclear power by building an atomic bomb. Spider-Man unsuccessfully attempts to retrieve the material. Meanwhile, a villainous Mr. White plans to steal the plutonium, so he can make his own atomic weapon. Later, White's henchman and Spider-Man fight for procession of the plutonium, with White escaping with the bomb-making material in the ensuing confusion. White demands 1 billion dollars from the authorities, in return for not setting off the plutonium bomb in a heavily populated area. Spider-Man tracks White to his lair and learns of his plans to set off the bomb in L.A. during a speech given by the U.S. President. Finally, Spider-Man physically locates the bomb and disarms it at the last second, while White eludes capture and vows vengeance on Spider-Man.
