Because this thing was clearly designed to promote the next virtual idol in Lynn Minmay fashion with the awesome music of Megumi Hayashibara replacing the equally awesome Mari Iijima in the background, nothing more nothing less. It gets atrociously sexist/a bit boring in some parts and there is no story whatsoever, but since I'm a fan of the main voice actress (talented as always) and of her music (on itself, an 8/9) I'll give a rating of seven out of ten overall.
I remember owning this series on VHS tape back in the day, and I remember the series fondly. So when I had the opportunity to sit down here in 2023 and revisit "Bannô Bunka Nekomusume" (aka "All Purpose Cat-Girl Nuku Nuku"), digitally nonetheless, of course I jumped at the chance to do so.
However, I have to say that I found it extremely difficult to sit through the six episodes, despite of them being less than 30 minutes each. The show just wasn't as entertaining as I remembered it to be. Or perhaps my taste in entertainment has just changed dramatically since the early 1990s.
The storyline was a bit too crammed with immature contents and that kind of made it somewhat of a test and an ordeal to sit through "Bannô Bunka Nekomusume".
The version I watched here in 2023 was with the original Japanese language audio, thankfully. I do think that the VHS version I had back in the day was an English dub. And I really dislike dubbing in general, as I prefer to watch things in the language as intended.
"Bannô Bunka Nekomusume" is perhaps aimed at a much younger audience than I find myself in nowadays, and thus I found it to be a less then mediocre experience to sit through the six episodes.
And having revisited it here in 2023, I can in all honesty say that I am not going to do so again.

I have all six of the Japanese videos with English subtitles, and the three English dubbed released by ADVision. The original Japanese with the subtitles are extremely funny, and as stated before not so funny with the English dub.

and having watched Project A-ko, Dirty Pair, Ranma 1/2 et al, I know how entirely warped Japanese comedy can be, and this seriers is worth getting and watching.

I have three Nuku-Nuku videos now, all that seem to have been released over here. Like most anime, the storyline has a slightly goofy premise, but the characters are unique, a bit demented (each in their own way) and every episode is good for plenty of laughs. I strongly recommend getting the subtitled versions over the dubbed versions. Somehow, anime doesn't seem as funny when it's dubbed.

This is still my favourite Anime to date, and I have seen a lot. One for the cat lover, and possibly the cyborg lover. If you haven't seen it, go for it!
