Almost like a horny female version of Pinocchio, the main (virtual) character of this movie, also wants to be a real girl. I am not familiar with all Pinocchio material, so there may be some fan fiction or something that goes in a similar direction. But let's move away from that and concentrate on the movie at hand.
The movie and the characters are self aware. The main character especially has to be convinced to get it on with the titular Virtual Girl (no pun intended). Of course it is all only on the surface. Do not expect there to be too many obstacles. There is a fair amount of nudity, though I doubt you will get what you look for - if that is what you are looking for. You decide - if you are a bit of a prude - you best get off ... the page that is (sorry for the pun, but I am curious how you even got here).
Anyway there is something almost cute about the whole thing -and sinister too. It may have a surprise for you too. Especially when it comes to the ending ... (no happy ending jokes ... not from me at least, feel free to add some of your own)

I'm not sure what I expected here. The dark poster and sparse description on AmazonPrime led me to believe it would be some kind of goofy 90s cyberpunk horror/thriller along the lines of The Lawnmower Man.
What I got instead was an incredibly goofy, extremely low budget simulated softcore porn type thing. It opens up with an extremely early-90s feel and bad CG and overly dramatic sci-fi music reminiscent of "Babylon 5" which feels like a complete lie as to the actual tone and plot of the film.
The plot is some people develop a virtual reality AI woman to play with and have sex with whoever purchases the software to use. Inexplicably, the woman, called "Virtue" (as in Virtual) kills two of the test guys, and the project is e-assigned to John Lewis, who is married to an attractive woman and has a baby and is thus seemingly immune to Virtue's clumsy flirtation attempts.
There's lots of bare breasts, particularly as Virtue starts switching through various bodies to tempt John with (all portrayed by different women), but none of it is any more than you'd see in an R-rated film. There's also several sex scenes which are similarly not hard enough to stray from a standard R-rating. The number of these tame sex scenes might be excessive for a standard R, but they come across more as tedious than in any way titilating or compelling.
The acting is very bad and the plot is very dumb and suffers from a last minute twist which makes no sense.
While I grew up understanding the early-mid days of the internet and the relative scarcity of pornography compared to today, I am very certain that even as early on as 1998 they had actual pornography, hardcore and softcore, on video and on HBO and on the Spice channel and the likes.
As such, I have no idea who or what this film is for. It's not sexual enough to be a softcore porn, and it's so uninspired and pointless everywhere else (acting, directing, writing, etc) to justify watching.

Although he would much prefer working on another project, a computer programmer named "John Lewis" (Matt Dixon) is assigned the task of debugging a virtual sex program known as "Virtual Girl" instead. So, with very little choice in the matter, he connects to the program's interface and finds himself in a room with a sexy computerized woman by the name of "Virtuality" (Charlie Curtis) who can essentially change her environment with just a thought. Yet as seductive as she is, John cannot quite bring himself to forget that he has an equally beautiful wife at home named "Karen Lewis" (Miche Straube) who he loves very much--and his reluctance to fully engage with Virtuality doesn't go unnoticed by her. But what he also doesn't know is that apparently Virtuality is capable of jealousy and that her powers extend beyond her own world. Now rather than reveal any more I will just say that this science-fiction film turned out to be a little better than I anticipated due in large part to the interesting plot, the attractive actresses just mentioned and the nice twist at the very end. That being said, I have rated it accordingly. Slightly above average.
90s erotic sci fi thriller that has a decent amount of fake 90s hooters on display, and an even more amount of crappy 90s CGI. Other than a blink and you'll miss it scene where a guy's head CG explodes, there's nothing much here and it's also really really dumb.

It is about a virtual girl who falls in love with a man. How can a software/computer fall in love with its programmer? well!!! the case is that they live a torrid romance in virtual world where she knows exactly all of his fantasies and will do anything to satisfy him... UNTIL he decides to quit dating the virtual girl. Somehow she goes out of the vitual world to the real world and things could turn freak and nasty. And yes!! it's got a plot. And yes!! it is about sex.
Do I recommend it? I don't know it just depends on what you're looking for. I just like science fiction and this movie contains a lot of science fiction. How can anyone know the deepest sex fantasies you have? And further more, how can a computer program use them? It's weird, but in a sense wouldn't you like to know a woman who knew all this and was acting the way you ever dreamed? the virtual girl does it.
