Season four, despite being an improvement over season three's anemic budget, as it was produced during Covid, had some bright spots. But was ultimately bogged down by some nonsensical storylines that seemed like the new showrunner , Sarah Peters, was trying to dump all of the old showrunner's ideas, and establish a new status quo.
Well, that didn't work. Which happens in mainstream comics all the time, the first few story arcs would have an amazing storyline's & characters, but for whatever reason they would have to step away, and the book would be taken over by a less talented writer who would usurp, ignore, and retcon whatever the previous writer had done, because they either didn't have the talent to make it work as is, or they try to put their own stamp on it just to satiate their ego.
The same exact thing happened to Harley Quinn season four. And people hated it.
Now we have season five, and the original showrunner, Patrick Schumacher, is back from his stint on "Kiteman" to right the ship. And right the ship he does.
Immediately, he drops that nonsensical "Gotham City Sirens" direction that the season four showrunner was trying install, and basically went back to the status quo that the Valentines Day Special established.
Which is an immediate improvement, because the previous season was more interested with regressing its characters just to subvert the original showrunner's intentions, rather than continuing the momentum from the previous seasons.
The storyline for this season, Harley & Ivy are stuck in a rut in their relationship, and decided to move to Metropolis for a much needed change of scenery, that and Gotham is practically falling apart after the Joker was ousted as mayor, and city is completely lawless and being overrun by giant mutant rats.
The best thing about this change of setting, is that allows these Gotham bound characters to playoff a new set of characters and environment, while simultaneously expanding the world they inhabit.
Not to mention it serves as somewhat of a pallet cleanser for the audience.
I look forward to all the potentially shenanigans Harley & Ivy will up to this season.

- TriviaWithout Batman, Gotham has turned into a hellhole WORSE than Season 2. Even Harley notes that the lack of a Bat Family has ruined the city.
Plus it's heavily implied without the businesses Ivy destroyed with the ray gun last season and the other villains going back to their home cities after the destruction of the Hall of Doom AGAIN, there was not enough concern to do anything.
Pay in mind Kiteman and Golden Glider don't show up and they own a bar in the city.
