This is an "alternative history," not a documentary (but it does strive for scientific accuracy, so the question is still valid), this question is missing the entire point of the show is a scenario where the US space program development priorities went a different direction because of the inciting alternative event in the first episode (to be fair the point of this show is to be as realistic as possible about the alternative scenario).

It can be assumed that Jamestown base was launched in pieces and assembled either in earth orbit or more likely in lunar orbit. The base shows four large engine bells allowing it to land under its own power while uncrewed. A fictional doc about the base at youtube (/watch?v=3Kp01tzHZdc) - states as much.
