The character's name is Agent Jim McGrath. He is an NSA field agent. The actor that plays him is Thomas Ian Griffith. He is best known for playing Valek the master vampire, in John Carpenter's Vampires. He was the first agent that was sent in by Gibbons to infiltrate Yorgi's gang. But McGrath was discovered and killed. Which is why Gibbons comes up with the idea of sending an actual criminal in undercover.
Because Yorgi is a well-known criminal who has a reputation for stealing cars.
Just in time for the theatrical release of the sequel - - Sony Pictures released an unrated Director's Cut of the movie that runs approximately 8 minutes longer and features several new pieces of storyline and some shots of brief nudity and a much longer version of the striptease for Xander.
