Must use the political propaganda in this case.

The topic of adoption is very common in west, but it is extremely rare in China, because according to the rigid traditional Confucian teachings, adopting kids that are not related to you by blood is totally unacceptable because such practice does not continue the blood line of the family, and the only thing an adult can help the orphans is to provide financial support to orphanage, but for emotional support or something even further such as adopting, practice like these are not accepted. This is why this movie resorted to political propaganda in advocating the acceptance of such practice, otherwise the general audience would find it difficult to accept such ideas.
