I don´t want to give spoilers (I hate it when someone does it), so let me try to speak metaphorically... From the beginning, if you are in a country that does not want you there, and if you profoundly want to leave this same country, why this government tries so hard to not let you go? They even create a militia and spend (probably) a lot of resources to just not let you get out of there. It just makes sense if we are talking about North Korea or Cuba, but there is no way to believe this could happen in a West European country. The movie starts with this idea, without any further explanation about how it happened. And so, you have to believe that a supposed Western European totalitarian government prefers to hunt down and kill little children and pregnant women than let them leave a country whose resources are too low (once again it´s not clear if is just food and water or something more). So, if this "idea" seems fine to you, go on and enjoy a movie with a lot of other flaws as described by others here on IMDB.
