As of this episode Rollins has rejoined the NYPD with a promotion to sergeant in the NYPD's Intelligence Bureau and is stationed in the Criminal Intelligence Section (CIS). Her task of working this case alongside SVU indicates she is a detective in the CIS's Field Intelligence Officer (FIO) program, detectives in the FIO gather intelligence on firearms, narcotics, sex crimes, terrorism and other criminal investigations while assisting other units with the investigation by offering any relevant intel the unit currently has on the case. Law & Order: Organized Crime (2021), Detective Elliot Stabler transferred to the Intelligence Bureau's International Liaison Program (ILP) sometime after leaving the Special Victims Unit. The ILP places Intelligence detectives with other law enforcement agencies around the world, as of 2022 the program has detectives stationed in 16 cities outside of New York state. The ILP was created in 2003 as a result of the September 11th terrorist attacks on NYC with the goal of conducting joint counter-terrorism investigations with foreign law enforcement agencies to proactively apprehend terrorists abroad that either have committed or are planning to commit crimes in NYC. The ILP has also proven useful in assisting other NYPD units with investigations that have international elements.
