Only reason I gave it a 9 is because George Washington AI is corny. But other than that, it's all very clear who's at the forefront of carrying out the New World Order or Disorder as more appropriately stated in the film.

It's very important for everyone to watch, especially if you have kids. The information presented in the movie about how our kids are being programmed and then made to shoot each other blew my mind.
