For me, Naruto is that one anime that remains a timeless masterpiece. The series impacted us anime fans for decades, and we all know why. We witness the hero’s journey from childhood to adulthood, and we could relate to it as well. The isolation and need for acknowledgement made it more real.

As we grew older, we were able to understand the story on a deeper level. The political intrigue and conflicts are mapped within the plot, and so is the idea of governance. This is where Hiruzen Sarutobi and his role as a leader are critiqued thoroughly, but fans might be blowing it out of proportion.

Indeed, the Third Hokage is flawed, and he has his shortcomings. Though there is one slander that makes no sense whatsoever, given his stature. More than that, his actions toward Naruto are often met with hate. This also ties in well with him being a flawed character.

Still, from the shonen standpoint, it's a good idea to keep the main characters alive, so fans don't have to worry about losing their favorite charaters in spite of the dangers they face.
