Eugen Kapp was born on 26 May 1908 in Astrakhan, Astrakhan uyezd, Astrakhan Governorate, Russian Empire [now Astrakhan Oblast, Russia]. He was a composer, known for Valgus Koordis (1951), Andruse õnn (1955) and Esimese järgu kapten (1958). He died on 29 October 1996 in Tallinn, Estonia.
