According to Margaret J. Bailey's biography for Omar Kiam in her book "Those Glorious Glamour Years: The Great Hollywood Costume Designs of the the 1930's":

Educated at Poughkeepsie Military Academy in New York. First designing job was in the baby cap department of a large Houston, Texas department store. Went to Paris to study for several years. When he returned, he opened his own studio in New York. Designed for several Broadway plays. Came to Hollywood in 1933 to become head designer for Sam Goldwyn Productions and United Artists. Also worked for David Selznick and Hal Roach. Left Hollywood in 1939.
