European Broadcasting Union gets new chief
Brussels -- Jean-Paul Philippot, the director general of Belgian public broadcaster Rtbf, has been elected president of the European Broadcasting Union. His two-year term begins in January, when he replaces Fritz Pleitgen from German broadcasting group Ard.

Philippot, who has run Rtbf since 2002, previously held posts outside broadcasting, including a six-year stint as managing director of Brussels' public hospitals.

The Ebu also named as vp the director of BBC Global News Richard Sambrook, who will succeed Boris Bergant, of Slovenia's Rtvlso.

The Geneva-based Ebu represents 120 public service broadcasters across Europe and neighboring regions, as well as U.S. media giants ABC, CBS, NBC and Time Warner.

Meanwhile, film fund Eurimages has named Italian Roberto Olla as its executive secretary, replacing former Belgian Directors Guild president Jan Vandierendonck.

Eurimages, created by the 47-nation Council of Europe, granted $33.6 million last year for co-productions, and this year has provided $28.6 million to various projects.

EBU warns against EC mandate
BRUSSELS -- The European Broadcasting Union and the European Commission were at cross-purposes Wednesday as the EC announced that it has backed DVB-H technology, urging governments to roll out services using the standard "as quickly as possible."

The EBU responded to the move, warning that it is too early to consider mandating standards for mobile television broadcasting, despite the market confusion about the nascent technology. The group further insisted that the EU should let the market settle the issue before intervening.

"Public broadcasters believe that the pace of technological development precludes the adoption of any one standard for mobile broadcasting at this stage," EBU president Fritz Pleitgen said. "It should be up to businesses to define attractive business models that will entice consumers to opt for the standard they like best."

The EC has warned that Europe's governments and industries must speed up the rollout of mobile TV services. While South Korea has a mobile TV penetration rate of 10%, the rate in Italy, the 27-member EU's most advanced market, is less than 1%.
