Things are bizarre right now in Flash's Central City. The Rogues, an iconic group of Flash villains, were recently pardoned from prison by the city's controversial mayor, Gregory Wolfe. They were then deputized and vigilantism was deemed illegal. The group of villains then went after the Flash, stating that they were now the city's protectors of the law. The only reason the Flash was able to escape their grasp was because the villain-turned-hero Pied Piper showed up at the last minute to rescue him.

In The Flash #789 by Jeremy Adams and Fernando Pasarin, the Flash goes and confronts Mayor Wolfe for his recent moves that have restricted freedoms around the city.

With former Iron Heights warden Gregory Wolfe becoming the newest mayor of Central City, his first controversial act is the creation of a new task force made up of villains to replace the Flash. However, this is exactly what Marvel's Kingpin did as Mayor of New York in the recently concluded Devil's Reign storyline.
In Marvel's Devil's Reign from Chip Zdarsky and Marco Checchetto, Mayor Wilson Fisk unleashed his final endgame against New York's superheroes as retribution against his primary rival Daredevil. Using every secret and compromising piece of information he had stashed away, Fisk was able to outlaw superheroes while assembling his own version of the Thunderbolts, deputizing various supervillains to keep the peace and arrest any heroes attempting to operate in his city.
