ONSeries Lisboa Shows Portugal’s Broadcasters Rising to the Digital Challenge

The first edition of ONSeries Lisboa (Nov. 25-26) brought streaming platforms, international broadcasters and co-producers to Lisbon for a two-day event that showcased Portugal’s new TV series aimed at the international market.

Nuno Artur Silva, Portugal’s secretary of state for cinema, audiovisual and the media emphasized the economic potential of the country’s audiovisual sector and cited Spain’s public policy to create an audiovisual hub as an example to follow. For every €1 ($1.1) spent on audiovisual productions, €4 ($4.5) is generated for the domestic economy, he stated.

The country’s greater commitment to TV series is a direct result of public policy that aims to complement the country’s prowess in auteur cinema and telenovelas.

Key steps that have increased investment in series include the reorientation of pubcaster Rtp in 2015 to produce series rather than telenovelas, reinforcement of subsidy support for audiovisual production, launch of a cash rebate scheme in 2018 and transposition of the E.

Portugal’s Rebates Lure Foreign Shoots, Power Domestic Production

Portugal’s cash rebate scheme, introduced in 2018, is attracting major international productions and new production outfits and facilities, and providing significant leverage for domestic film and TV productions.

Shoots slowed during the pandemic, with several projects lensed in bubbles, but production is expected to surge in the second half of 2021.

The current cash rebate is tabbed at 25/30% of eligible production spend and may be upwardly revised in the near future.

€22.5 million ($27.5 million) in total cash rebate has been disbursed since 2018, roughly equally split between international shoots and 100% Portuguese productions and co-productions.

High-profile projects include Ira Sachs’ “Frankie,” with Isabelle Huppert, Richard Stanley’s “The Color Out of Space,” starring Nicolas Cage, Marco Pontecorvo’s “Fatima,” with Harvey Keitel, and three Bollywood pics. Madrid — As of Friday, some more contained TV events in Europe were moving full-steam ahead. One, ONSeries Lisboa, set for April 28-29, has revealed a new major section, and the enthusiastic backing of Portugal’s government.

In one move, ONSeries Lisboa and Conecta Fiction have opened a joint call for projects in early development linking Portugal and Spain. Only screenwriters living in one of the two countries can apply, and can do so without production company backing. 10 semi-finalists that will be presented at a Contest ONideas pitch session in Lisbon. Five segue to a final Contest ONideas in Conecta Fiction, scheduled to take place in Pamplona, Spain over June 22-25.

Earlier this week, ONSeries Lisbon also unveiled to the industry a Pitch Short-Form Series competition whose 10 selected semifinalists will again be showcased at Lisbon, where they will receive mentor advice. Half of them again will be selected to travel to June’s Conecta Fiction.
