Gol D. Roger died 24 years before the events of One Piece, yet he still holds the highest ever recorded bounty of 5,564,800,000 berries. There are several characters, however, who might eclipse Roger's bounty. Several famous pirates can surpass Roger's bounty, but a few high-ranking Revolutionaries can earn higher bounties too. A special mermaid and giant can realistically get at least 5.6 billion berry bounties as well.

Roger gained his astronomical bounty after sailing to Laugh Tale and gaining the One Piece treasure. These feats earned him the Pirate King title. Roger was one of the strongest Haki users in history, and most of the characters who can surpass his bounty have incredible Haki of their own. Several of them also possess Devil Fruit abilities.

He started off as a scared and scrawny boy, but thanks to his dedication and Vice-Admiral Garp's training, he has become one of the strongest Marines in One Piece. The Egghead Arc revealed that Koby can use an advanced form of Armament Haki, and his strongest attack, Honesty Impact, has enough power to level an entire mountain. As a result, Koby can now defeat several of One Piece's strongest pirates.

Most of the pirates that Koby can destroy are captains or high-ranking officers. His Honesty Impact attack can take out some of Luffy's toughest opponents with one hit, and his standard Haki infused punches can beat certain pirates as well. Cross Guild is one of the many powerful organizations in One Piece, and it uses its military might and political influence to place bounties on Marines. It was founded by Crocodile and Dracule Mihawk, but Buggy the Clown is considered its leader because of an amusing clerical error. Cross Guild is essentially a small army, and it can wipe most pirate crews, but there are a few characters who can destroy the entire organization.

Most of the One Piece characters who can destroy Cross Guild are Yonko-level pirates, but a few high-ranking Marines can also get the job done. Celestial Dragons are known for being quite weak, but a certain elder can wipe out Cross Guild by himself.
