Julie's father, the late Bob Heil, was part of Rock and Roll History featured in the Rock and Roll Hall of Fame Museum. Bob Heil developed the Heil Sound Talk Box, which was made famous originally by performers like Joe Walsh and Peter Frampton. His passing was observed in the memorial during the 2024 Rock and Roll Hall of Fame Induction Ceremony.

Julie's husband, Mark Staley, is the great-grandson of A. E. Staley, the founder and original owner of the Chicago Bears football team. Mark's grandfather, A. E. Staley, Jr. was knighted by the King of Norway for his efforts in economic recovery after World War II as part of the Marshall Plan.

Julie earned a doctorate degree from the University of Illinois at Springfield in Public Administration, specializing in public affairs, public information, and nonprofit management.
