Vladimir Izrailevich Pekar is Soviet director and artist of animated films. Honored Artist of the RSFSR (1987), Author of the training program for animators. Since 1942, he was a student of the animator at the Soyuzmultfilm studio. Pekar worked at the Yerevan studio (1943-1947). In 1947 he became an animator of the Soyuzmultfilm studio. He was part of a group of combined filming under the leadership of Nikolay Fedorov. In 1960, he created the animated newsreel Animated Crocodile and made the first issue, which became his debut as a director. At first he worked with Vladimir Popov. Their tandem lasted for almost 15 years. They made several films, which still do not leave the television screens. Among them, First Time in the Circus Arena (1961), the dilogy about the Umka bear cub Umka (1969) and Umka Is Looking for a Friend (1970), Give Me Back My Rex (1975). In 1976, he independently shot the cartoon Carrier Fish (1976). Vladimir Pekar often taught at the courses of animators at the studios Soyuzmultfilm, and also lectured at the Higher Courses of scriptwriters and directors.
