The film in which the boys are waiting to see the preview for is Terrence and Phillip: Asses of Fire 2, a sequel to Terrence and Phillip: Asses of Fire, which served as the plot device for South Park: Bigger, Longer, and Uncut (1999).
Although the episode features the new Terrance and Phillip movie trailer, the film is not seen or mentioned again for the rest of the series meaning it was likely not released given the fact the mothers disapprove of Terrance and Phillip due to their fart jokes and most likely prevented the film from being released.
