Originally named Suen lo chor but it was rejected by the Office for Film, Newspaper and Article Administration, citing its inclusion of triad terminology as the reason.
The director of the film is inspired by "the very triad-like tussle for power" that he observed during the HK chief executive election. The HK chief is also elected by a handful of people with no democracy. The filmmaker was afforded the opportunity to incorporate other political developments into the gangster thriller.
