The fictional "Wespe" is based on the real life FIM-92 Stinger, a US shoulder mounted missile system first introduced in 1981 and manufactured under license in (West) Germany.
The episode title refers to the Tar Baby Option, a policy of the Nixon government during the late 1960s and 70s of strengthening contacts with the white-minority governments in southern Africa. The policy takes its name from the black American folk tales of Uncle Remus.
In the first episode of season 1 (Operation Quantum Jump) while being recruited by his aunt and Schweppenstette, Martin Rauch states that he does not play the piano; yet when his aunt encounters him in Angola he plays Tchaikovsky fluently.
