In the United Kingdom the media/government have a tendency to use the broader description of "Asian" when referring to anyone from the continent of asia, which includes the middle east. Another way to understand it is to look up a map of the Continent of Asia. It will clarify that it's correct to use "Asian".

Also, its unclear whether the couple are supposed to be from. They very easily could be Afghani, given the dialogue between the main character and bomber. Pakistani and/or Indian is also a very strong possibility. People forget that there are more Muslims in those three countries than the entire Middle Eastern countries combined. And that region is frequently referred to as "Asian" in the UK, as, unlike the USA where Asian is generally reserved for countries touching the Pacific Ocean ("East Asian" to UK folks), the UK and much of Europe includes the entire Indian Subcontinent region as "Asia". That is, everyone in the UK refers to both folks from Pakistan AND Japan as "Asian".

"skipper" specifically refers to the rank of sergeant, particularly in the Met and other South-Eastern police forces. This is the rank that David Budd holds.
