I can't diss this movie for not being on par with Hollywood - because it took Hollywood a lot of time and mix of good and bad movies to reach where they are today. And Attack is a similar crucial stepping stone for Indian movies, whether you like it or hate it AFTER watching it is your personal opinion.
But to solely dismiss it as a copy of Robocop/Upgrade is equally unfair.
Art inspires art, stories inspire stories and after I was done watching it, in retrospect I can't recall a dull moment which seemed like a blatant rip off in any way.
I've also seen people criticizing it for Jingoism and my only question is why can't a movie have a sci-fi backdrop and talk about role of an enhanced individual in a politically strife terrorism situation? It's hell a lot better than watching actors romance with love interests the age of their daughters now.
The movie isn't without it's flaws but it's a great case study for directors who are looking to explore more sci-fi action in Indian setting, it'd be great if such people can absorb all the good this movie finally brings to the stale state of mainstream Bollywood and look at the places it faltered to come up with even better projects in future.
Attack was definitely worth the watch for me as it gave me hope for Indian movies.
