This is not an actual movie but a clip show special. The only reason that Puppet Master: The Legacy (2003) actually counts as a movie is because that one had a wrap around segment that actually took place within the Puppet Master movie's universe and this one takes place in a universe where the events of the movies are just merely fiction.
The art in the wrap around segments was created by Action Lab Comics, the same comic company that produced various Full Moon Entertainment comics, including a Puppet Master one.
