Set in a scrap yard inhabited by discarded toys from a bygone era Lieutenant Lynn Covey (Laraine Newman) and the inept but well-meaning Deputy Roy (DeMorge Brown) are responsible for keeping Scrap County safe. With a known population of 22 a handful of tin drifters like Mac (Jay Johnston) and Sandy (Nicholle Tom) and a killer on the loose their job just got a hell of a lot harder. Lt. Covey and Deputy Roy are investigating the murder of resident Lana Dodd and like any small town everyone thinks they know their neighbor - until a heinous crime is committed - then its disturbingly clear they don't know one another at all. No wonder the whole damn dump is on edge.
