Disney Plus service is up but unfortunately as of right now, it's not available for viewing in the Disney Plus service. This answer may change if Disney decides to include The Flying Mouse in the Disney Streaming service list.
Because he tried to fly with leaves and the wind blew him backwards, then it caused him to crash his rear end in a thorn. Then he fell in the bathtub splashing water on his mother and sister shrinking her dress which is the reason why his mother spanked him afterwards.
You can watch this on DVD on Walt Disney Treasures: Silly Symphonies volume 1 or you can watch this from any two DVD releases and a Blu-ray release on the 1940 Disney movie Dumbo in the bonus features. However, in the 70th anniversary DVD Edition of Dumbo, this doesn't include "The Flying Mouse" mostly likely to get the person to buy the Blu-ray release.
