The last scene is a nod to the postwar housing shortage in the U.S. (and elsewhere).
Postwar audiences would have enjoyed the U-Boat reference the worm provides. WW2 had just been ended the year before.
Lots of careful attention to background detail here, a hallmark of cartoons from this era, which were largely shown in cinemas.
The dog catcher's line is an imitation of popular comic Jimmy Durante.
The skunk character looks (and hops) like an early Pepe Le Pew. The worm likewise sounds like an early version of the voice of fellow cast mate Tweetie Bird.
