The title is a parody of the Sea Scouts that are part of the international movement of Boy Scouts started by Lord Robert Baden-Powell in 1908, a few months after the first scout encampment at Brownsea Island Scout camp in 1907.
The shark featured in this short is very similar in design to the shark that appeared in the Silly Symphony short "Peculiar Penguins".
