Mac and Tosh were likely a wink at the Disney duo of Chip n' Dale. Both sets of characters had British names as an inspiration: Macintosh (a British name for a trench coat) and Chippendale (a famous furniture maker in 18th century London).
The title is a pun on the biblical decree, "An eye for an eye, and a tooth for a tooth." (Exodus 21: 23-27).
