The film in English language markets and territories is alternatively known as ''Licensed to Kill'' in the UK and ''The Second Best Secret Agent in the Whole Wide World'' in the USA.
This British spy movie, entitled ''Licensed to Kill'', was picked up for American and worldwide distribution by executive producer Joseph E. Levine through his Avco Embassy Pictures company where it was re-edited and re-titled as ''The Second Best Secret Agent in the Whole Wide World''.
The director of this Charles Vine film, Lindsay Shonteff, later directed three Charles Bind movies. They were: No. 1 of the Secret Service (1977) aka 'Her Majesty's Top Gun', Undercover Lover (1979) aka 'The Man from S.E.X.' and Number One Gun (1990).
The advertising and marketing campaign of the movie in the USA, such as the tagline stating ''Charles Vine is only No. 2... That's why he tries harder...and loves more dangerously!'', evoked that of the promotions for the Avis Rent a Car System at the time, which ran with a ''Number 2, but tries harder" type blurb.
The later Charles Bind movie, Undercover Lover (1979), had a similar title to this Charles Vine movie's UK title of ''Licensed to Kill''.

Cameo

Sammy Davis Jr.: Uncredited, in the American version, as a singer behind the film's opening credits.
