No. Only Ellen was turned into a vampire. The mother and father of the family were fed on and dumped into a quicksand pit in the back of Yorga's house.

Tommy is the young orphan seen at the beginning of the film chased by Yorga's harem in the graveyard before running into Yorga himself. While he isn't shown barring fangs, it's implied Yorga hypnotized him to become his servant and make him evil. As seen when he lies about the Nelson's being killed, nearly attacking a fellow orphan with a rock, luring Jason into a trap set by Yorga and killing Jennifer with a knife.

David Hayes, along with cops, Madden and O'Conner go into Yorga's manor in hopes to find Cynthia. After Yorga deal with the priest they sent to distract him, he let's loose his vampire brides and Brudah to take care of them. While the three manage to dodge the brides and kill Brudah, the cops are separated by a shutter wall. O'Conner is bitten by the witch that lives in Yorga's manor and Madden is killed via stabbing (implied to be by Tommy). David finds Cynthia but are chased by the brides and lured into a hallway where Yorga takes Cynthia from him and have the brides finish him. However David seems to escape and chases after Yorga and Cynthia to the balcony of the manor. After a fight, Cynthia, who's been suffering amnesia, regains her memories of Yorga's brides killing her family. She kills Yorga with an axe and David throws him off the building. All seems well and Cynthia hugs David... only to finds out he was turned into a vampire (likely by the brides). He then proceeds to bite Cynthia and doom her to undeath.

Nine. He starts off with seven, the vampires he summons from the graveyard and the witch-like vampire living in his manor. Yorga then claims two more in the film: Ellen, Cynthia's sister, and Mitzi, one of Cynthia's friends. There is an inconsistency as there is elderly looking vampire during the house raid among them (she's the one who pins Mrs Nelson to the couch to be bitten) who only shows up for that scene and isn't seen again.
