He never had it. He never even saw it. The vial of blue liquid is that elixir he was making earlier in the film during the pharmacy scene. Since the monsters have seen the formula: a blue liquid in a vial, they saw Felix also had one and assumed the Baron had given it to him.

Technically, this isn't the Wolf Man, it's just a werewolf. He's just dressed like Larry Talbot as a reference.
