Director Howard Rubie quit directing Bush Christmas (1983) in order to direct this film instead. Rubie has said: "Robert Bruning came along and said, 'Would you like to do a film called The Settlement (1984)?' I said, 'Sure, okay'. So I went to resign from Bush Christmas (1983), which was almost up and running at the same time, and I got into all sorts of disagreements with [producer] Paul Barron [Paul D. Barron]. In fact, I was about to be sued by Paul Barron [Paul D. Barron] for not fulfilling the contract, but we had nothing signed. Paul wasn't able to give me a start date, so I pulled out of Bush Christmas (1983) and decided to go with The Settlement (1984)".
