Hathaway's department at his university has probably produced some very advanced and cutting edge laser technology due to Hathaway's recruitment of people like Chris and Mitch who are both gifted people. Universities often have research going on that's much more advanced that the govt has been able to produce so they often employ people like Jerry to find the best and brightest. Money might also be a factor -- the govt would give Jerry a grant to fund the project at his university; look at the house Jerry is either building (or restoring), it's obvious Jerry is using the money from the grant for it.
