This TV show was based on the Australian TV show of the same name. The American "Number 96" was, however, nowhere near as successful (or controversial) as the original.
96 was a multi camera show shot before an audience. There was only room for 3 sets on the stage so the decorating crew would redress the spaces to look like at least 6 apartments they could rehearse on one set while they were redressing the other 2.
