Former CIA operative turned hired assassin Ray Quick (Sylvester Stallone) is hired by the beautiful and mysterious May Munro (Sharon Stone) to kill Tomas Leon (Eric Roberts) the arrogant son and heir of Miami crime boss Joe Leon (Rod Steiger) and two of Leon's hitmen. May reveals to Ray that she seeks revenge upon Tomas Leone and the two hitmen whom were responsible of the brutal murders of her parents, which she witnessed as a child. Ray agrees and he manages to kill the two hitmen with bombs. However, Joe Leone assigns Tomas's bodyguard Ned Trent (James Woods) a manipulative corrupt former CIA explosives expert to find the assassin and protect Tomas at all costs. But, after Ray kills Tomas,which May is killed in the process. Ray becomes suspicious, when he learns May is very much alive and that she faked her own death and Ray begins to suspect that he is being set up and he soon learns May is working for Trent, whom is bent on seeking revenge upon him, after Ray had Ned fired from the CIA, when Ned refused to abort the assassination mission of a South American drug dealer, which an innocent little girl was killed and that Ned made a deal with May to hire Ray and use him to kill Tomas and the 2 hitmen and so he can set a trap on him and hand him over to Joe, so Joe can kill him in retaliation for Tomas's death.
