War in Bosnia was basically an anarchy, as portrayed in this scene. I think the point for this scene is for the helicopters' allegiance to remain a soft mystery, as all sides regularly agreed on cease-fire agreements, only to break them hours later or such. It makes sense for the choppers to be either Bosnian or Serbian, based on the region where it's supposed to take place.
