As depicted in the film, the United States Capitol Building and the Washington Monument are shockingly close to the DC Central Detention Facility. The Washington Monument is only 4 miles away and is a direct shot down the major thoroughfare Massachusetts Avenue. It is extremely common for detainees to be transported from the courthouse to the jail via Massachusetts Avenue and the National Mall, which is what happens to Ray.
Apart from the guards already on staff, the cast and crew did not have any extra security with them when they filmed at the DC Central Detention Facility.
