Jack Mercer does Popeye's voice as usual except for one second (at around 3 mins) when Jackson Beck takes over for a yell.
Safe and Sane was the tagline for many U. S. made fireworks at the time of this short.
Only two nephews appear in this short. As in other episodes which featured Popeye's nephews, no mention is ever made of their parents. It was an easy way for film makers to show a character's good skills with children without having to meet the marriage element the censorship code required back then.
